The CCCA Board of Directors wishes to inform residents that on June 26, 2025, a presentation entitled “Completion of Trim Road Realignment: A Shovel-Ready, Affordable TMP Project that is Vital for Orléans” was delivered to the City of Ottawa’s Infrastructure and Public Works Committee. As a result, the completion of Trim Road to Innes has been added to the 2025 Transportation Master Plan (TMP) as a priority (not yet funded).

Please note that the completion of Trim Road Realignment is still not part of the Affordable 2025 TMP, however we understand that there will be a rescoring and reexamination of the entire TMP in 2 years.

This is extremely important for Orleans as the secondary plans and plans of subdivision for E2 (development along Innes from Frank Kenny to Trim across the street from Oakridges subdivision) and E1 (Wall Road from Trim to 10th Line) are expected to be completed within 2-years. What this means is that the completion of Trim Road Realignment scoring is expected to double in 2 years thus making it possible to be part of the Affordable TMP.

It should be noted that we also expressed serious concerns about what is expected to be significant negative impacts on Cardinal Creek residents due to E2 and E1 Urban Expansion Growth on the section of Trim Road located between Innes Road all the way to the 90-degree turn on Trim Road due to an expected 20,000 new residents. For this section of Trim Road, we have requested noise attenuation, traffic calming and safer pedestrian crossings to be considered by this Committee and City Council as Cardinal Creek is on the doorstep of this massive growth area.

The CCCA also reinforced to the committee that residents whose properties will back onto the future extension of Trim Road will have noise attenuation measures that have already been mandated by the Ontario Municipal Board (OMB). According to a decision by the OMB), the extension of Trim Road from Watters to Innes must be designed with a 46-metre right of way. To reduce noise impacts, the design must include two 4.25-metre landscape buffers at the edges of the right of way, using a combination of berms, fencing, and plantings.

We believe the completion of Trim Road Realignment project approval is a move in the right direction as it takes into consideration the broader public benefits and interests for all Cardinal Creek residents and the potential of increased economic benefits for East Ottawa.
