Subject: Letter of support for signalized crossings at turnabouts in Cardinal CreekHello Sean,
I brought forth the issue of appropriate signalized crossing at the five proposed locations in the Cardinal Creek area of Orléans. The Chapel Hill South Community Association supports the Cardinal Creek Community Association position on roundabouts, as indicated on the CCCA website. This is an east-end issue and, when possible, the community associations should support each other. Many residents from the Chapel Hill South area will use these roundabouts at one time or other and, furthermore, many of our children attend schools in that area (e.g. Béatrice-Desloges and Gisèle-Lalonde). Particularly when is concerns the safety of the residents and school children of Cardinal Creek and surrounding area, the signalized crossings, as proposed, simply make sense.

This is something we have done in my ward where a combination of factors led to the implementation of this safety feature.
I understand that the positive relationship with the Cardinal Creek Community Association has led to discussions with other community groups in this regard.

The Beacon Hill Community Association agrees that anything that is going to protect pedestrian safety is good. In particular, if the city is going to be putting in a round about, then it makes sense to engineer in safety contingencies ahead of time. We urge the city to take into account safety issues while they are drawing up plans for re-engineering city intersections as this is most cost effective, and that where communities concerns are raised due to changing traffic patterns, that the city look into mitigating safety issues after the fact.

The Fallingbrook Community Association shares the concerns of the Cardinal Creek Community association about the roundabouts proposed for Trim Road, based on our experience with the double roundabout at St Joseph and Jeanne d’Arc Boulevards.
We feel that motorists exiting the roundabout are too busy looking out for other vehicles, and are not prepared to stop for pedestrians. We support measures such as pedestrian-operated signals to improve safety.
We feel that further study is required to verify that the intersections will work correctly at peak hours. For example it is difficult to enter the St Joseph / Jeanne d’Arc roundabout while traveling west due to the high volume of vehicles entering from the left.
We would like further information on the effects of accidents in the intersections. Based on observations of the St Joseph / Jeanne d’Arc roundabout, a minor collision can completely block the entire roundabout.
Please let us know if we can be of further support to this matter.

Concerning the installation of roundabouts on Trim Road, we would like to inform you that the Consortium de Transport Scolaire d’Ottawa supports the Community of Cardinal Creek in their actions to assure the protection and security of students who must cross several intersections on Trim Road in Orléans.
As a security agent, I have personally observed the installation of roundabout in Gatineau on Allumettieres Boulevard and witnessed the secure pedestrian crosswalk. This crosswalk is in an area that is very secure with separate sections, one crosswalk for the south side of the boulevard and another one for the north side. The two are separated by a dozen feet and a button must be pushed in order to be able to cross each side. I have crossed it myself and after pushing the button, the traffic light turned yellow within three seconds and then turned red. A loud sound was heard and flashing lights appeared to show motorists that a pedestrian was walking across. The pedestrian must wait on the middle walk (narrow sidewalk on the median) before walking across to the second part of the road. Please see attached photos for reference.
For all proposed turnabouts on Trim Rd, it is imperative to foresee something similar in order to assure the safety of children. An instant button (as Des Allumettières) wouldn’t be recommended because the volume of children would slow down traffic, but something with the same objective as in Gatineau would be recommended. Also, the crossing should be done all at once as standing between the lanes on Trim would be dangerous.
This would also affect children attending the Conseil des écoles publiques de l’Est de l’Ontario (CEPEO) as well as the Conseil des écoles catholiques du Centre-Est (CECCE) schools in that area. We also like to mention that we have the full support of the Ottawa Student Transportation Authority (OSTA) which will have students affected by these constructions in the very near future.
Once again, all of us as a group, we feel that you will strongly consider the content of this letter because safety of the students is our main priority.
