Old Montreal Road – Watermain Installation
Dairy Drive to Grand Chene Court
Contract No. ISD11-5147

June 2014

Dear Resident/Homeowner,

Beginning July 14th, 2014, the City of Ottawa will begin construction of watermains in your neighbourhood.  This work is being integrated with the reconstruction of Old Montreal Road.

WHO: The City of Ottawa has hired the Contractor, Coco Paving Inc., to complete the work.

WHY: The new watermains will provide service to the Cardinal Creek Village development.  Watermains are being installed as part of the Old Montreal Road reconstruction project in order to prevent the need to dig up the newly reconstructed roadway in the future.  The City is being reimbursed by the land developers for the full cost to install these watermains.

WHAT: Work will involve the installation of 2 watermains and road reconstruction between Dairy Drive and Grand Chene Court.

WHEN: The work is planned to begin on Monday, July 14th and conclude on Friday, August 4th.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7:00 am and 10:00 pm.  On Saturdays, work is permitted between 7:00 am and 10:00 pm while Sunday and Statutory holiday work is allowed between 9:00 am and 10:00 pm.  The contractor has advised the City that usual construction hours will be weekdays from 7:00 am to 6:00 pm.  This will be modified as needed, for example if weather affects the schedule, or if conditions change.

WHERE: On Old Montreal Road from Dairy Drive to 150 metres west of Grand Chene Court.

Accessibility is an important consideration for the City of Ottawa.  If you require special accommodation, please contact the On-Site Contract Administrator or the Contractor’s Representative.

A Road Closure
on Old Montreal Road will be required for the duration of this work. This closure will be between Dairy Road and Grand Chene Court.  Detours (as per the attached plan) will be set up and signed accordingly throughout the duration of this work. OC Transpo service will also be detoured as illustrated on their attached plan.

Access to private properties and businesses along this section of Old Montreal Road will be maintained throughout the construction period.

Construction Disruptions
Coco Paving Inc. is assuming full responsibility for the construction work until it is entirely complete.  They will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.  We would like to thank you for your patience and co-operation.

Impact on the Right-of-Way and Adjacent Private Properties
You may feel vibrations at your home or business due to the use of the heavy equipment needed to complete this work.  This is quite common and not usually a problem.

Pre-Construction Survey
Coco Paving Inc. is assuming full responsibility for the construction work until the construction project is entirely completed.

The Contractor is also required by the City to carry liability insurance before any work may proceed.  You may be asked by the contractor’s insurance agent for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes.  It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete.  In addition, you may wish to complete your own survey of pre-construction conditions on your property.  Your survey should include photographs.
