Area 11 just east of Cardinal Creek from the Ottawa River to Watters Road East is being proposed as part of the City of Ottawa's urban growth area.
The CCCA supports 80% of the proposed Official Plan amendment for Area 11. However, we do not support the designation of area 11 f and 11g. In short, due to the lack of transparency and lack on public communication of the Cardinal Creek Watershed Study environmental baseline report and the pending MNR karst area Earth Sciences ANSI designation, the CCCA would respectfully request that the size of the proposed OPA Area 11 be reduced.
We would propose that the land on the north side of Montreal Road proceed but that there be a small strip of land on the south side of Montreal Road and located directly adjacent to Montreal Road be included in the proposed OPA. This would not include 11f and 11g and any land south of this area and west of Frank Kenny Road.
It is interesting to note that the Planning Act only requires a 10 year supply of vacant land and the City is currently sitting at 15.5 years to vacant urban land which meets the legal requirements. With its new OPA proposal City staff are now proposing to increase the supply of vacant land to 21.5 years in Orleans and 22.4 years in the East DOUBLE the legal Planning Act requirement.

Amendment Approval Process

The proposed Official Plan Amendment was tabled at a joint meeting of Planning and Environment Committee (PEC) and the Agricultural and Rural Affairs Committee (ARAC) on February 2, 2009.
The Public Meeting on this proposed Amendment will be held in two parts.
- Part 1 begins on March 31, 2009 where the joint committee will hear oral submissions from the public. Staff will take these submissions, along with written submissions received to date and any directions from committee, and will revise the proposed amendment.
- Part 2 begins on May 11, 2009. The joint committee will hear oral submissions on the revised amendment and will also make recommendations to Council
Final preparation and approval process - what you need to know
Preparation of the final Official Plan Amendment will take place between the Public Meeting of PEC/ARAC and the adoption by City Council on May 27 2009, as follows:
March 31 to April 4
PEC/ARAC Public Meeting to receive the Amendment and hear submissions only. No decisions will be made on this date.
April 4 to May 1
PEC/ARAC Public Meeting adjourned. Staff will:? review all submissions? document the response to each submission and direction from PEC/ARAC? prepare recommended changes to the Official Plan
May 11 & 12
PEC/ARAC Public Meeting resumes to:
- receive staff recommendations for final Amendment
- hear additional oral submissions from residents
- make recommendations to Council
May 27
City Council adopts Official Plan Amendment
May 28
onward Staff prepares and submits the final Official Plan Amendment for consideration by the Minister of Municipal Affairs and Housing
- Final approval of the Official Plan Amendment is the responsibility of the Minister of Municipal Affairs and Housing. He may approve in whole or in part, make modifications or not approve.
- The Minister will receive the final Official Plan Amendment following the adoption of the Amendment by Ottawa City Council. The Minister's approval process is likely to take several months.
- Ottawa residents have 20 days from the date of the Minister's approval to appeal part or all of the Amendment to the Ontario Municipal Board, only if:
- an oral presentation was made at the Public Meeting that begins on March 31, or
- a written submission was made prior to the Council meeting adopting the Amendment

Processus d'approbation de la modification
Le 18 mars 2009
La modification proposée au Plan officiel a été présentée lors de la réunion commune du Comité de l'urbanisme et de l'environnement (CUE) et du Comité de l'agriculture et des affaires rurales (CAAR), tenue le 2 février 2009.
La réunion publique portant sur cette modification proposée sera constiuée de deux volets.
- Le premier volet aura lieu le 31 mars 2009 et permettra au comité mixte d'entendre les propositions des membres du public. Le personnel utilisera ces propositions ainsi que toutes celles reçues par écrit à cette date et les directives éventuelles du comité pour réviser la modification proposée.
- Le second volet se déroulera le 11 mai 2009. Le comité mixte entendra les propositions orales portant sur la modification révisée et fera ses recommandations au Conseil.
Préparation finale et processus d'approbation : ce que vous devez savoir
La préparation de la modification finale au Plan officiel aura lieu entre la réunion publique avec le CUE/CAAR et son adoption par le Conseil municipal le 27 mai 2009, selon le calendrier suivant :
Du 31 mars au 4 avril
Réunion publique du CUE/CAAR, destinée uniquement à prendre connaissance de la modification et à entendre les propositions. Aucune décision ne sera prise à cette date.
Du 4 avril au 1er mai
Suspension de la réunion publique du CUE/CAAR. Le personnel devra:
- examiner toutes les propositions
- documenter les réponses à chaque proposition et à chaque orientation du CUE/CAAR
- préparer les modifications recommandées au Plan officiel
Les 11 et 12 mai
Reprise de la réunion publique du CUE/CAAR afin de :
- prendre connaissance des recommandations du personnel visant la modification finale
- entendre les propositions orales supplémentaires des résidents
- faire des recommandations au Conseil
Le 27 mai
Adoption de la modification au Plan officiel par le Conseil municipal
À partir du 28 mai
Le personnel prépare la modification finale au Plan officiel et la présente au ministre des Affaires municipales et du Logement
- L'approbation finale de la modification au Plan officiel relève du ministre des Affaires municipales et du Logement, qui peut l'approuver en totalité ou en partie, y apporter des modifications ou refuser de l'approuver.
- Le ministre recevra la modification finale au Plan officiel après son adoption par le Conseil municipal d'Ottawa. Le processus d'approbation du ministre devrait prendre plusieurs mois.
- Les résidents d'Ottawa disposeront de 20 jours à partir de la date de l'approbation du ministre pour appeler de la modification, en partie ou en totalité, auprès de la Commission des affaires municipales de l'Ontario, uniquement si :
- une présentation orale a été faite lors de la réunion publique qui débute le 31 mai, ou
- une proposition écrite a été faite avant la réunion du Conseil destinée à approuver la modification.
