CECLFCE Meeting Summary

The CCCA past president, Sean Crossan, attended a Conseil des Écoles Catholiques de Langue Française du Centre Est (CECLFCE) meeting on November 11, 2008, at École de la Découverte.

Issue: De la Decouverte school currently has 709 children and the school was built for 531 children. Children in Grade 4 to 6 are now in portables and the population is expected to continue to increase significantly. Thus, another French Catholic elementary school is required. Residents of Cardinal Creek will be pleased to know that both boundary change scenarios presented by the French Catholic School Board will not affect their children. Our children will continue to go to De la Découverte elementary school. Mr. Luc Poulin, Director, Real Property indicated that the new South Avalon school is expected to be built by Winter 2010, if all goes well. The Avalon #1 School will be built at the corner of Lakeridge and West Valley Roads in the Minto subdivision of Avalon South. The new school will hold 428 children, with a day care for 26 children and a Petite Enfance program. The school building cost is estimated at $7.2 M. It was confirmed that CECLFCE has purchased the school property from Minto. CECLFCE approval is expected by end of February 2009. City of Ottawa Development approvals and building permit are expected by March 2009. School construction is expected to start in April 2009. The CECLFCE agreed to provide quarterly updates to the parents of children at De la Decouverte about the construction of the new South Avalon French Catholic School to ensure good communication moving forward. Interprovincial Crossings Public Meeting Notes

The Notes of the September 29 Meeting regarding the Interprovincial Crossings Environmental Assessment (EA) Study are available.
Here is an excerpt from the notes:
The consultant provided an overview of the results of the technical evaluation. The evaluation was completed by an evaluation committee including a combination of consultant technical specialists, and Study Team and key agency participants. This group was responsible for reviewing all technical reports and the Study Areas of all crossings being evaluated. This diverse group of technical experts, described as the Evaluation Committee, provided a Technically Preferred Ranking of the corridors and technology.
The weighting process was reviewed and the final measurements were presented. Kettle Island was ranked the No. 1 alternative, rating significantly higher than any other alternative. This was validated by sensitivity tests. Sensitivity testing looked at competing tradeoffs and tested the high and low range of the weights of the evaluation committee (i.e. the range of perspectives of committee members) to see if it would make a difference to the results. In every test Kettle Island came in first. This demonstrates that the Kettle Island crossing is a robust solution.
