CCCA Feb 7th, 2008 Public Meeting

The CCCA will be holding a Public Meeting on Feb 7th, 2008 at the South Fallingbrook Community Center (attached to the Maple Ridge Elementary School), 998 Valin St. Orléans.
The agenda for the meeting is as follows:
1. Welcome --Sean Crossan, President CCCA 2. Introduction of Guest Speakers- Sean Crossan 3. Overview and Update on the Orleans Storm Water Management Strategy - Darlene Conway, Senior Project Engineer, Planning Branch, City of Ottawa (20 minutes + 10 minutes questions) 4. Orleans Seniors Park - Councilor Bob Monette (20 minutes + 10 minutes questions) 5. 2000 Valin Rezoning Update - Councilor Rob Jellett (10 minutes + 5 minutes questions) 6. 2000 Valin Remains Commercial

2000 Valin Zoning Remains Commercial Convenience Neighbourhood (CCN)
The Cardinal Creek Community Association is pleased to announce that it worked in partnership with the residents of Scully Street, the Innes Rezoning Group, as well as, Councilors Rob Jellett and Bob Monette to obtain a decisive Planning and Environment Committee decision on January 8, 2008. The decision was to keep the zoning at 2000 Valin Street Commercial Convenience Neighbourhood (CCN). This decision is in line with our position on this matter.
It is important to note that seven of the eight Planning and Environment Committee members voted in favour of keeping the zoning CCN. On January 9, 2008, this issue was carried (approved) at Ottawa City Council by a vote of twenty to two.
Councilor Rob Jellett's office has agreed to keep the community informed about:
- forth coming commercial use proposals for 2000 Valin; and
- whether Claridge Homes Ltd chooses to appeal this issue to the Ontario Municipal Board in an effort to have the City's decision over turned.
The Planning and Environment Committee motion is reprinted below for the interest of our community.
ZONING - 2000 VALIN STREET ZONAGE - 2000, RUE VALIN ACS2008-PTE-PLA-0015 CUMBERLAND (19)
(This application is subject to Bill 51)
WHEREAS the proposed development is incompatible with the surrounding neighbourhood in terms of the proposed land use, height, density and setback;
AND WHEREAS the general urban designation permits commercial development and such commercial development is the appropriate use for this site;
AND WHEREAS residents living in the surrounding area were always aware that this site allows future community commercial development would be located on this site;
THEREFORE BE IT RESOLVED THAT the Planning and Environment Committee recommend Council reject an amendment to the former Cumberland Zoning By-law to change the zoning of 2000 Valin Street from CNN - Commercial Convenience Neighbourhood to R5A - X'X', Residential Apartments - Low Density - Exception 'X' as shown in Document 1 and as detailed in Document 2, for the following reasons:
1) By applying sections 2-5.1 and 4.11 of the official plan and the principles of good land use planning, the proposed development is incompatible with the surrounding neighbourhood in terms of the proposed land use, height, density and setbacks;
2) The general urban designation permits commercial development and such commercial development is the appropriate use for this site;
3) Commercial development on the site will reduce the need of residents of the area to travel to purchase day to day needs.

Keep 2000 Valin Commercial!

Dear Members of the Planning and Environment Committee,
On January 8, 2008, you will be considering a Claridge Homes Ltd application to rezone 2000 Valin Street (Orleans) from its existing Commercial Convenience Neighbourhood (CCN) zoning to to R5A-XX, residential apartments - low density exception X. Please find attached our position paper on this matter for your consideration.
The Cardinal Creek Community Association recommends that the Planning and Environment Committee reject or defer the Claridge Homes proposal and the Planning Departments proposal to rezone 2000 Valin St and that the existing CCN designation be maintained until such time as a new commercial market analysis assessment is completed for this area and the results are presented to the Cardinal Creek Community as well as, Planning Committee. The 10 year old commercial assessment study that supported Cumberland OPA #33 is no longer valid or relevent considering the significant development and demographic changes that have taken place in Orleans and the OMB will most likely request that this study be completed before deciding on this matter.
The current, both Claridge and Planning Department proposals, do not adequately address the issues of concern to the community (e.g., density, shadowing, close proximity to Scully townhouses and incompatibility with existing neighborhood). It is interesting to compare this proposal to your Dec. 18th Planning Committee issue re: OMB 60 Sweetnam Drive -Zoning and Site Plan to see how the Planning Dept is treating parking requirements differently (1.5 vs 1 space at 2000 Valin) and how the site plan approval has been separated from the zoning approval (e.g., cart before the horse). Furthermore, it is expected that the outcome of this zoning application will set a precedent for the rezoning of the Valecraft CCN property and the CH property at the corner of Innes/Trim.
Most importantly, Orleans like most suburbs, requires more jobs and services to meet the commercial needs of our rapidly growing community and one that supports healthy lifestyles where people can live, work and shop in their community while supporting the main employment and environmental sustainability tenants of the City’s official plan. The existing CCN zoning best accommodates these O.P. policies and is the best and most compatible use for this commercial area.
Please note that both Councillors Jellett and Monette support our community association views as well as, Team-Ottawa Orleans, the Innis Rezoning Group, other Orleans Community Associations and over 95 local residents who have submitted a petition to Councillor Jellett against the R5A-XX-low density apartments/stacked townhouses rezoning application.
We request that you reject or defer this rezoning proposal and maintain jobs and commercial services in Orleans. We would appreciate receiving your views by Friday, January 4th so that we can come prepared to answer any outstanding questions you may have on January 8th.
